How to Become an ATMO or CNSSO

The Civil Aviation Authority of the Philippines (CAAP) is launching the Civil Aviation Officer Candidate Scholarship Program (CAOCSP) Batch 01 to find young, competent men and women who will join the country's elite line of Air Traffic Management Officers (ATMOs), formerly Air Traffic Controllers or Airways Communicators, and Communication/Navigation Surveillance System Officers (CNSSOs).

A. General Qualifications
  • A natural born citizen of the Philippines,
  • Single,
  • Not more than twenty-six (26) years old at the start of the program,
  • Physically, mentally, and psychologically fit,
  • Of good moral character,
  • Without criminal, civil or administrative case, and
  • Has not been dishonorably separated from Government or private service.
B. Additional Qualifications: Air Traffic Management Officer (ATMO)
  • Baccalaureate degree holder of any course,
  • With good command of oral and written English,
  • A computer literate, and
  • With 20/20 vision without corrective lenses, and not colorblind.
C. Additional Qualifications: Communication/Navigation Surveillance System Officer (CNSSO)
  • Baccalaureate degree holder of any of the following:
  • a. Electronics and Communications Engineering,
  • b. Electrical Engineering, or 
  • c. Computer Engineering,
  • With 20/20 vision and not color blind, 
  • Must be a Board passer – RA 1080.

Submit accomplished application forms with:
  • Proof of graduation (College Diploma, Transcript of Records, or Registrar's Certificate),
  • Birth Certificate,
  • Police Clearance,
  • NBI Clearance,
  • Court Clearance, and
  • 2 copies 2" x 2" photo (on white background)
on or before 5:00PM of July 03, 2015 to the HRMD Division of the CAAP in Pasay City, the Area Manager, or the Manager of any CAAP-operated airport.

Applicants must pass the nationwide examination on July 11, 2015 (Saturday) to be held simultaneously in the Civil Aviation Training Center (CATC) in Pasay City and in the airports of Laoag, Cebu, Iloilo, Zamboanga, and Cagayan de Oro. Successful examinees must also pass a panel interview and  physical examinations.

Successful applicant will be trained for free through the CAOSP. Graduates of the program will join the select men and women of the CAAP who are dedicated to keeping the Philippine skies safe.


CAOCSP Benefits/Privileges
  • Monthly living allowance (including food allowance) - ₱9,000.00
  • Free lodging/quarters for the entire duration of training
  • Free uniform for the training course
Ongoing CATS Training Course (for Air Traffic Controllers)

Less than sixty (60) trainees, (originally 60 qualified), from the CATS 08 class are expected to graduate in August 2015. Another forty (40) trainees (originally 60 qualified) are currently taking this year's Comprehensive Air Traffic Service course - the CATS 09 class, which began on April 20, 2015. Trainees from the CATS 09 class are expected to graduate February next year (2016).

Philippine Air Traffic Controllers

Currently, there are about 470 Philippine Air Traffic Controllers, assigned to different Air Traffic Control (ATC) facilities in the country, and about 200 Airways Communicators assigned at different ACOMS facilities. See actual ATS technical personnel deployment.

Philippine Air Traffic Controller's Salary

An Air Traffic Control Assistant (Job Order) is paid on a daily basis (₱1,400.00/day for non-rated controllers. ₱1,600.00/day for rated controllers) and receives at least ₱30,000+ monthly. The starting salary for a Philippine Air Traffic Controller or Airways Communicator (ATMO I) is at ₱42,000.00 per month (Regular Employee/Plantilla Item Holder) plus a ₱2,000.00 monthly allowance.

Philippine CNSSO's Salary

The Job Level of Communication/Navigation Surveillance System Officer I (entry level position) is JL-14 or about ₱42,000.00 per month (Regular Employee/Plantilla Item Holder).
